Update Plan Admin

This is a routine written for the Northern Territory to update plan description and surveyor detail from an admin file.

The update file is a comma delimited file and the following fields are used:
Field 1 Plan Prefix
Field 2 Plan Number
Field 3 Plan Affix
Field 4 Plan Description
Field 11 Surveyors name
To include this Tool in Geocadastre, there has to be the following entry in the MenuColumn section of the Config file.
menuEntry menuText="Update Plan Admin" menuItem="MENU_UPDATE_PLAN_ADMIN"
The change to the config file can be made using a text editor.

Running the process

Select the routine and a dialogue box will appear.
Enter the update file in the file name area
Process will start after the OK button is pressed
A list of the updates will be produced at the end.
